The Pandemic Fund – Health Emergency Preparation Third Call for Proposals –Regional Entity Proposals

Global – 80% of existing grants have been awarded to Low Income Countries and Lower-Middle Income Countries.
Grant Size:
Between USD $40 million and USD $15 million
Eligibility:
A Regional Entity is defined as a body or platform that is a specialized technical institution, agency, multi-country network, organisation or hub, established by the governments of more than one Eligible Country(-ies) to support their public health priorities, including One Health initiatives, and strengthen PPR capacities. The majority of countries served by such entities5 must be eligible for support from the Pandemic Fund. Further, these entities must possess a legal status that enables their establishment and effective functioning in a manner that serves the interests of the benefiting Member States. They must also be legally registered in their host country. Regional arms of a global organisation that include Member States grouped within a geographical region of that organisation are not eligible. Examples of Regional Entities that received grants under CfP1 and CfP2 include the Caribbean Public Health Agency (CARPHA); the Intergovernmental Authority on Development (IGAD); and the Greater Virunga Transboundary Collaborative (GVTC).

High-impact investments in: i) early warning and disease surveillance systems; ii) laboratory systems (human and animal); and iii) strengthening human resources/public health and community workforce capacity, to help countries prevent, prepare for and respond to health emergencies.  Financing is intended for projects that will help strengthen core capacities in one or more of these three programmatic priorities, and that will have lasting impact on the prevention, preparedness and response (PPR) to pandemics and disease outbreaks. Regional Entity Proposals should target public health priorities and challenges affecting a geographic region or sub-region, with emphasis on harmonizing and coordinating approaches across countries. Proposed activities should align with regional or sub-regional priorities and contribute to the broader pandemic PPR agenda.

Grant size:

A Long Established Regional Entity proposal may request up to USD $ 40 million. A Newly Established Regional Entity may request up to USD $ 15 million.
