What should Wales-Uganda links know and what can we do to support LGBTI rights?

At the end of May 2023, President Yoweri Museveni signed one of the world’s toughest anti-LGBTI laws, including the death penalty for “aggravated homosexuality” and prison sentences for “promoting or encouraging homosexuality”. The law includes sanctions for organisations which allow premises to be used for illegal activities and provides penalties for people who do not report their suspicions to the authorities.

This new law will have implications for civil society groups in Uganda and for their partners in Wales.

In this webinar, we will be joined by a leading Ugandan activist, representatives of the Welsh Government and other organisations working in Uganda. It is aimed at Welsh organisations working in Uganda and well as representatives of their partner organisations.

Aims

  • Welsh organisations working in Uganda better understand the current context and potential risks to their staff and volunteers and are prepared to manage those risks;
  • Welsh groups hear the concerns of African LGBTI-led groups for their human rights.

Wales-based organisations working in partnership in Uganda are strongly encouraged to attend. To protect the identities of individuals and organisations in Uganda, this event will be a Zoom webinar, not a meeting. Gloria Dhel

Gloria Dhel is Programmes Director at Freedom and Roam Uganda, a queer feminist and creative, an LGBTIQAP++ activist, a board member of Transgender Equality Uganda and All Out, and the curator of Uganda Lesbian Forum.

Alessandro Ceccarelli

Dr Alessandro Ceccarelli (he/him) is Head of LGBTQ+ Policy for the Welsh Government, leading on the development and implementation of the LGBTQ+ Action Plan for Wales and contributing to the HIV Action Plan for Wales.

Jon Townley

Jon Townley is Head of Wales and Africa and part of the Welsh Government’s International Relations team.
